Edward A. Schwartz

This publication is a compilation of papers that address three main issues: civic vision, economic development, and neighborhood development. The section on civic vision contains papers on creating citizens, the city budget and the public good, the politics of community, and a memorandum on second-term goals. The economic development chapter includes writings on reshaping Philadelphia for a new economy and the self-sufficiency agenda. The neighborhood development section contains papers on viable urban neighborhoods, sharing the burden of a cleaner city, Philadelphia’s housing crisis, and a 60-day report from the Office of Housing and Community Development.
