This paper provides the background information necessary for the development of the 1992 Institute of the City Parks Association of Philadelphia. It traces the historic mandate and structure of the Fairmount Park Commission, discusses the fiscal state of the Philadelphia Parks Department, and summarizes the structure of parks systems elsewhere in the region and country. It also suggests actions which could bring the Delaware Valley closer to realizing a regional vision of open space.
